 The leader of the Alliance for Change and Transparency (ACT-Wazalendo) Zito Kabwe has said if his party wins election on October 25, his government would establish a rural water agency to ensure that all citizens have access to safe water.
   
He made the announcement yesterday at a campaign rally held at Mbulu Constituency in Manyara Region.
 
 He said the source of funding for the project would come from Value Added Tax (VAT) where only one percent would be used to finance the project. Tanzania has a VAT tax rate of 18 per cent.
 
He said clean water has been a long term nuisance for the majority public in various areas, adding that the answer to these impediments lies with his party. 
 
“In 2012, I argued in parliament regarding fuel taxation and managed to increase output in Rural Electrification Agency (REA) to fund rural electrification to the tune of 250bn/- yearly from 45bn/-.
 
“Today, many rural areas have electricity services ….We at ACT Wazalendo will use the same method to ensure that the citizens get clean and safe water,” Zitto said.
 
According to him, if the government was willing enough to provide 1 percent of VAT collections to fund water projects, this would ensure clean and safe water to the public majority.
 
“It is only our party which has answers to all these problems being faced by the public, especially at this time when half of the population lacks clean and safe drinking water,” he stressed.
 
Referring to Mbulu Constituency, Zitto said that the government has relegated it to the background despite being among the first towns to be established in East Africa.  
 
The party leader also said Mbulu has a history similar to that of Nairobi city, but lags behind in development despite having plenty of attractions.
He said the constituency has been under CCM for a long time but with limited improvement until when the opposition won it.
 
“Do not make a mistake by voting for CCM, vote for Mustapha Akonaay so that he continues with the provision of development services he statrted five years ago,” he said.
 
He added: “We need to continue keeping the history of Mbulu Chief Sarwat on track by voting for Akonaay, describing him as someone who will further their interests”.
 
For his part, parliamentary candidate in Mbulu constituency Akonaay said he is determined to restore back Mbulu’s dignity it had in the seventies and eighties of promoting education.
 
According to him, Mbulu was known as the area of leaders and sportsmen but this trend has so far disappeared.
